Organizational Change Survey was designed to measure the impact of CYFAR
on a state Extension system's programming for at-risk children, youth,
and families. Penn State Cooperative Extension has completed the survey
two previous times as required by CYFAR funding in 1998 and 2001. In
April 2004, 164 of 223 eligible respondents (74%) completed this survey.
